When mold needs more than a sponge

Mold needs water: in San Diego, usually a leak, flood water or condensation, not rain.

  • A musty smell that returns a few days after you clean
  • Spotting that spreads across drywall, a ceiling or baseboards
  • Bubbling paint, soft drywall or swollen trim under a window, beside a tub or below a sink
  • Water from a leak or flood that stayed wet for more than a day or two
  • Damp carpet pad or flooring near a slab-edge leak, or growth on wood framing under a raised floor

What mold remediation typically involves

Methods vary, but a careful job usually follows these steps.

  1. Find the water and map the growth

Moisture readings show where the water came from and how far growth runs.

  2. Write the scope

A written protocol lists the areas, containment, removal and what counts as finished.

  3. Contain the area

Plastic sheeting and HEPA air filtration keep spores and dust from spreading.

  4. Remove and clean

Moldy drywall, insulation and pad are bagged; framing is cleaned and HEPA-vacuumed.

  5. Fix the source and dry

The leak is fixed, often by a plumber or roofer, and materials are dried.

  6. Check the result

As best practice, someone who did not do the work checks it.

  7. Rebuild

Drywall, insulation, paint and flooring go back in. See the full mold remediation process.

Why San Diego homes get mold

San Diego is dry by rainfall. Lindbergh Field averages 9.79 inches a year, and about 83% of it falls from November through March (NOAA 1991–2020 normals). So the mold story here is mostly about water that gets in or stays in, not about the weather.

  • Leaks: supply lines, water heaters, slab leaks, shower pans and roofs.
  • Floods: on January 22, 2024, Lindbergh Field recorded 2.73 inches of rain in one day (NOAA). Read more on mold after a leak or flood.
  • Coastal humidity: near the coast, early-morning relative humidity runs around 80% in summer (approximate, computed from NOAA hourly normals). See closet and window mold.
  • Older homes: the median San Diego home was built in 1979, and 52.4% were built before 1980 (ACS 2020–2024 5-year estimates). Early 1900s houses in North Park, Kensington and Mission Hills may contain asbestos or lead paint.
  • Rentals and condos: 52.7% of San Diego homes are renter-occupied (ACS 2020–2024). See rental, condo and HOA mold.

Black mold removal and the color question

Color does not change the plan. The CDC says, "You do not need to know the type of mold," and "No matter what type of mold is present, you need to remove it."

The CDC notes that for some people mold can cause a stuffy nose, sore throat, coughing or wheezing, burning eyes or skin rash. Talk with a doctor about symptoms.

What mold removal costs

No authoritative San Diego remediation price list exists, so these are published national ranges. Inspection, the leak repair and rebuild are often separate invoices.

On insurance, the California Department of Insurance says mold and flood are usually excluded from homeowners policies, while sudden and accidental water damage is typically covered and water damage from seepage or leaks is not (CDI Residential Insurance Guide, Jan 2026). Check your declarations page before you assume either way.

Permits and rebuild

In the City of San Diego, like-for-like repairs of $1,000 or less with no electrical, plumbing or mechanical work need no building permit, and up to 100 sq ft of drywall replaced in such a repair is exempt. Larger jobs need a No-Plan permit, and historic homes are excluded (Information Bulletin 203, July 2024). Elsewhere, check with your city.

California rules box

No state mold license: California does not license mold inspection or remediation as its own trade, so checking credentials is up to you. The Contractors State License Board (CSLB) license classifications include no mold class. You can check a CSLB license (required for repair work of $1,000 or more or any job needing a permit, the minor-work limit since January 1, 2025), IICRC and ACAC certifications and an insurance certificate.

No state mold limits: under the Toxic Mold Protection Act, state exposure standards were never adopted; the health department concluded in 2005 that science-based limits could not be set.

Written contract: contracts over $500 must be written (B&P §7159). A contract signed at home can usually be canceled within 3 business days (5 for seniors), or 7 business days for repairs after a declared disaster (Civil Code §1689.6).

Asbestos: San Diego County APCD Rule 1206 requires a survey and 10 working days' notice before renovations in buildings with 5 or more units, unless under 100 sq ft is disturbed; it does not cover buildings with 4 or fewer units. Older single-family homes may still contain asbestos, so testing before tear-out by a Cal/OSHA Certified Asbestos Consultant is best practice.

Questions to ask each company

  • What is your CSLB license number? (Required for repair work of $1,000 or more or any permitted job.)
  • Which IICRC or ACAC certifications does your team hold?
  • Can I see a current insurance certificate?
  • Will I get a written protocol and scope?
  • Who does clearance testing? Independent testing is best practice.
  • In an older home, does anything need an asbestos check before tear-out?
  • What caused the moisture, and who fixes it?
  • Will I get a written contract, as §7159 requires over $500?

Get two or three written quotes for the same scope. Be wary of a quote that skips the moisture source or pressure to sign on the spot. A home improvement down payment is capped at $1,000 or 10% of the price, whichever is less (B&P §7159.5).

Mold removal questions

Is mold removal the same as mold remediation or mold abatement?

Companies use all three words. Remediation is the fuller idea: contain the area, remove or clean the moldy material, filter the air, fix the moisture that caused it and check the result. Nobody can remove every spore from a house, so the realistic goal is to clean out the growth and keep the area dry.

Does California license mold remediation companies?

No. California does not license mold inspection or remediation as its own trade, so checking credentials is up to you. Repair work of $1,000 or more, or any job that needs a permit, calls for a CSLB contractor license. Also ask for IICRC or ACAC certifications, an insurance certificate and a written scope.

Can I clean the mold myself?

Small spots on hard surfaces, such as a shower wall or a window frame, are often a do-it-yourself job once the moisture is fixed. Growth inside walls, across a ceiling, in an attic or crawl space, in ductwork or after flood water is a common reason to get quotes. In an older home, ask about asbestos before cutting into materials.

How much does mold removal cost in San Diego, CA?

No authoritative San Diego price index exists. Published national estimates run about $10 to $30 per square foot (Fixr, Aug 2025) or $10 to $25 (This Old House, Mar 2026), and many jobs land between $1,200 and $9,000. Quotes come from independent companies, not this site.

Will the mold come back after remediation?

It can if the water comes back. The leak, drainage or condensation problem has to be fixed too, and EPA advises keeping indoor humidity below 60 percent, ideally 30 to 50 percent. Ask each company what caused the growth, who is fixing the source and what happens if growth returns.
