About 28.5% of El Cajon's homes were built in the 1970s alone. That means a lot of apartment buildings and houses with 45- to 55-year-old plumbing, roofs that have been replaced at least once and bathrooms that may predate exhaust fans.

If you rent in El Cajon

California has specific rules on mold in rentals. These steps follow them. This is general information, not legal advice.

  1. Tell the landlord in writing

Under Civil Code §1941.7, the landlord's duty to repair mold starts after notice. Email or a dated letter works; keep a copy.

  2. Take photos and note dates

Show the mold, any leak and any damage to your belongings.

  3. Allow entry for repairs

The landlord may enter to fix mold with proper notice; 24 hours' written notice is presumed reasonable.

  4. Know the code route

Visible mold can make a unit substandard once a health or code enforcement officer finds it (H&S §17920.3(a)(13)).

  5. Be careful with repair-and-deduct

Civil Code §1942 has strict limits: the cost cannot exceed one month's rent, and it can be used no more than twice in 12 months. Talk to a tenant-rights resource or attorney first.

For 180 days after a good-faith complaint, §1942.5 limits a landlord's ability to evict, raise rent or cut services. More in rental and condo mold and who pays for mold remediation. Renters can also read does renters insurance cover mold.

Drying fans after a flood with drywall cut out

Hot summers, wet Januaries

NOAA's 1991–2020 normals for the El Cajon station show 11.63 inches of rain a year, about 83% of it from November through March, and 56.8 days a year at 90°F or hotter. Coastal San Diego averages 3.

Heat means long AC seasons and clogged condensate lines; see HVAC and duct mold. Winter storms find old roofs; see attic mold.

On January 22, 2024, the El Cajon station recorded 2.75 inches of rain, about a quarter of a normal year in one day (NOAA). Where water got in, the EPA advises drying materials within 24 to 48 hours. For flooding and leaks, see mold after a leak or flood.

For El Cajon landlords and owners

California rules box. California does not license mold inspection or remediation as its own trade, so checking credentials is up to you. Mold jobs of $1,000 or more, or any job needing a permit, require a CSLB-licensed contractor. Ask for IICRC or ACAC certification, an insurance certificate, a written scope, independent clearance testing and a written contract (B&P §7159, jobs over $500). In buildings with five or more units, APCD Rule 1206 requires an asbestos survey and 10 working days' notice before renovation disturbing 100 square feet or more.

El Cajon runs its own building department, so check with your city on rebuild permits. Published price ranges are in the cost guide.

El Cajon mold questions

Does my El Cajon landlord have to fix mold?

Once the landlord has notice of the mold, Civil Code §1941.7 says the duty to repair can apply, and visible mold can make a unit substandard once a health or code officer finds it (H&S §17920.3(a)(13)). Minor mold on surfaces that normally get wet, such as shower tile, is excluded. Report it in writing. Not legal advice.

I own a fourplex in El Cajon. Do asbestos rules apply to mold work?

San Diego County APCD Rule 1206 does not apply to residential buildings with four or fewer units, so its survey and notice steps are not required for your fourplex. Cal/OSHA worker rules still apply to contractors, and older materials can contain asbestos, so ask whether testing is needed before tear-out.

Does renters insurance cover mold in an El Cajon apartment?

Usually it covers your belongings, not the building, and mold is a common exclusion. The California Department of Insurance guide (January 2026) says sudden and accidental water damage is usually covered while seepage and leaks are not. Check your declarations page and read our renters insurance guide linked on this page.
